FED: Airlines rush to cut capacity amid financial turmoil

The global economic crisis is wreaking havoc in aviation .. with Qantas .. Virgin Blue
and Singapore Airlines all dramatically cutting capacity in the last 48 hours.

Late yesterday .. Virgin Blue announced a significant restructure that will affect 400 staff.

Australia's second biggest airline says it'll remove eight per cent of capacity ..

or as many as five aircraft .. from its domestic fleet in the coming financial year.

Virgin says it'll consider all possibilities .. including job-sharing and shifting
some staff to international start-up V Australia .. before sacking workers.

News of Virgin's troubles came only hours after Qantas announced a significant restructure
of its flight schedule.

Low-cost offshoot Jetstar will replace the flying kangaroo throughout New Zealand's
domestic market from June 10 and the schedules for China and India will be overhauled.

On Monday .. Singapore Airlines confirmed it'll cut capacity by 11 per cent from April
.. and also decommission 17 planes.

BEIJING (AP) _ Michael Cao was doing fine in New York. He made friends easily, found the city exciting, and thrived on the hectic pace. But something stronger pulled him back to his home in China.

Just as he felt he was hitting a glass ceiling at the Manhattan investment firm where he worked, Cao started to read about China's stunning economic transformation.

``There were limits to what I could do in the United States,'' Cao said recently in an interview in China. ``Here it's polluted, it's crowded, the living conditions are not good. So what? I can do what I want.''

People like Cao who return to China with advanced degrees from abroad are just the beginning of a reversal of a serious brain drain. Even though their numbers are small, they are becoming an important force for changing China and bringing the outside world closer to home.

Twenty years ago, senior leader Deng Xiaoping declared that China's best students should pursue advanced degrees in the West. They would become the intellectual propellant for the reforms that launched China from communes and central planning toward markets and laws.

Since then, more than 300,000 Chinese students, many from the nation's top universities, have gone abroad to study, usually to the United States.

Most have not rushed back to China. Of the 160,000 Chinese students who have gone to the United States, less than 20 percent are estimated to have returned.

The returnees are a prestigious lot, including a vice president of elite Peking University, senior researchers at the Chinese Academy of Sciences, and economists at the China Center for Economic Research who advise Premier Zhu Rongji.

Others with less influential positions exert a more subtle influence, bringing back experience with Western business and personal freedoms.

It was a mix of career opportunity and patriotism that drew Cao Jun, Michael Cao to his American friends, back to China two years ago after pursuing a master's in business administration in New York.

Cao, who specializes in mergers and acquisitions, went to work for CITIC, the Chinese government's investment arm, after returning from six years in the United States. He insists his experience doesn't set him apart from his Chinese friends who are lawyers, bankers and artists.

China has been rapidly tuning into Western ideas and lifestyles through foreign movies, foreign fashion magazines in Chinese-language editions and the growing use of the Internet.

``I was amazed at the changes in China among my friends when I got back,'' Cao said. Political pressure from above is less intense, and ``they're a lot more open to new ideas.''

Zhang Jiansheng of the Western Returned Scholars Association, a non-governmental group that has met in the same house near Tiananmen Square since the 1920s, said the main draw is an influential job.

``Of course they don't enjoy luxury. They can't afford a house or a car. But they enjoy their job. You cannot force them back, so you have to attract them,'' he said.

Zhang predicted that in five to 10 years, people with degrees from the United States would hold important positions in the Chinese government, just as the technocrats trained in the Soviet Union in the 1950s do now.

Through its web site, the association offers to help Chinese academics abroad make professional links in China, or romantic ones through a matchmaking service. Next spring it will sponsor its first conference in the United States.

U.S. rules call for granting student visas only to people likely to return to China.

But many find legal ways to avoid returning. Only 5 percent of Chinese students are believed to abide by the terms of their student visas and return after one year of work experience following graduation, said a U.S. official speaking on condition of anonymity.

After Japan, China ranks No. 2 in the number of foreign students in the United States.

Li Yifei graduated from the nation's college for diplomats before leaving China at 21 to attend Baylor College in Waco, Texas.

While in the United States, Li met and married her husband, then a fellow Chinese expatriate who now is an adviser to China's first investment bank.

Li said that as a manager of the Beijing office of the public relations company Burson-Marsteller, she has an advantage: She can communicate easily with American business clients and has the trust of influential Chinese contacts.

``Chinese who go to study abroad are the risk takers,'' she said.

FED:Marriage changes likely to end in court

A prominent human rights lawyer says any change to federal law to allow gay marriage
is likely to be challenged in the High Court of Australia.

Labor backbencher STEPHEN JONES will bring a private member's bill to parliament in
early 2012 to change the definition of marriage in the Marriage Act.

The move followed the ALP's decision to change its platform to read that the party
would "ensure equal access to marriage under statute for all adult couples irrespective
of sex who have a mutual commitment to a shared life".

Jesuit priest and academic Fr FRANK BRENNAN, writing in the online magazine Eureka
Street, says he has no doubt there will be a High Court challenge if the bill is passed
by parliament.

disappearance.

The number of rescuers hunting for the child from Mount Druitt in western Sydney was
increased this morning .. as the search for KIESHA entered its fourth day.

One hundred and fifteen searchers have spent the day trawling bushland two kilometres
from KIESHA'S Woodstock Avenue home.

Her mother says she last saw her daughter when she tucked her into bed on Saturday night.

A man on a trail bike been arrested for drink-driving offences after he allegedly blew
five times the legal blood alcohol limit at a traffic stop in Hobart.

Police spotted the man the man riding an unregistered trail bike at New Norfolk.

He recorded a blood alcohol reading of .249 in a subsequent breath test .. and was
charged with exceeding .05 .. and a number of other offences.

They include unlicensed driving .. using an unregistered motor vehicle .. and using
a motor vehicle without insurance.

The man is expected to appear in a Hobart court tomorrow.

Two Geelong council workers .. sacked after they filled a pothole at a local club and
accepted a free steak sandwich .. have been reinstated.

Last November PETER ANDERSON and MICK VAN BEEK from the Drysdale depot used asphalt
destined for the tip to fill two potholes creating a hazard at the Leopold Sportsmans
Club .. a five-minute job done on their lunch break.

They accepted the offer of a steak sandwich a week later.

Eight months later the City of Greater Geelong found out and sacked the pair .. for
breaching its fraud policy .. stealing council property .. and improperly using work
time.

But staff at depots across Geelong walked off the job this week in support of their
colleagues .. and Fair Work Australia determined they should be reinstated.

The men are getting their jobs back .. with a written warning.

Up to two thousand people remain isolated after torrential rain brought widespread
flooding to the New South Wales mid-north coast earlier this week.

About one and a half thousand people remain isolated upstream from Bellingen .. in
the towns of Thora and Darkwood .. and in communities in the Kalang Valley.

Another 300 residents are cut off near the Orara River and 180 at the Macleay River.

The SES expects access to be restored to both areas by this afternoon.

The flood-ravaged Clarence Valley is the latest mid-north coast area to be declared
a natural disaster zone .. joining Coffs Harbour .. Bellingen and Nambucca Heads.

CommSec's chief economist Craig James said rates on fixed term mortgages had been cut
in the last month by the major banks but today's move by Wizard is the first cut to standard
variable rates by a lender.

"They've jumped the gun and it does throw down the gauntlet to the other institutions,"

Mr James said.

"We do think it's almost certain the Reserve Bank will be cutting interest rates on Tuesday.

"Other banks will be following suit. They (Wizard) have garnered a few headlines but
at the end of the day we're going to see a lot of other institutions falling in line."

All of the 17 economists surveyed by AAP last week believe the easing cycle will begin
next Tuesday following the RBA's September meeting.

Most expect the RBA to end a run of 12 successive rate rises and lower the cash rate
by 25 basis points, marking the first cut in almost seven years, or since December 2001.

MELBOURNE, April 25 AAP - Gaining inspiration from the unlikely source of Fremantle
discard Paul Medhurst, Collingwood again claimed Anzac Day honours with a 73-point demolition
of Essendon today.

Medhurst - who came to the Magpies last year as part of the trade that took former
Collingwood poster-boy Chris Tarrant to the Dockers - booted six goals and claimed the
Anzac Medal for best afield in the 23.16 (154) to 12.9 (81) win.

It was the Magpies' third straight victory in the biggest annual home and away fixture
on the AFL calendar.

The win also edged the Magpies ahead 7-6 in the Anzac Day head-to-head record, following
the historic draw between the two sides back in 1995.

A crowd of 88,999 - the ninth biggest ever to watch an AFL home and away encounter
- were treated to a gripping contest for the opening half hour.

But after that it was all Collingwood, as they outscored their opponents 18 goals to
seven after the quarter-time break.

The Magpies' many heroes included Travis Cloke (five goals), Scott Pendlebury, the
oft-maligned Medhurst and Alan Didak, who was nearly sacked last year for socialising
with alleged murderer Christopher Hudson.

And there was first-gamer Sharrod Wellingham, who cost Collingwood a $500,000 sponsorship
with the Transport Accident Commission in the off-season after being arrested for drink-driving.

"He'd better get a kick - no pressure whatsoever," quipped Magpies president Eddie
McGuire in his pre-match speech.

In fact, Wellingham had seven kicks among 17 disposals in a composed debut.

It was a dirty day for Essendon, whose last victory in this fixture came back in 2005.

Midfielder Brent Stanton was their best player, while skipper Matthew Lloyd was the
Bombers' only multiple goalscorer with three.

Despite predictions of wet weather, the rain stayed away all day although the MCG floodlights
were turned on late in the first quarter.

And they lit up a mighty display by the Magpies.

CANBERRA, Dec 21 AAP - A Croatian rock star accused of anti-Semitism will be forced
to undergo tolerance counselling as a condition of entry to Australia.

A Jewish rights group today expressed anger over the federal government's decision
to allow Marko Perkovic into Australia.

Mr Perkovic, singer and songwriter with the Croatian rock band Thompson, has been criticised
for making strongly anti-Semitic remarks and for supporting the Ustashe regime, the fascist
Croatian movement accused of the slaughter of Jews and other ethnic minorities during
World War II.

Thompson is scheduled to play several shows across Australia during the Christmas-new
year period.

The B'nai B'rith Anti-Defamation Commission, a Jewish anti-racism body, attacked immigration
authorities' decision to grant Mr Perkovic a visa.

"It does not augur well that the new Labor government, as one of its first acts, permitted
the entry into Australia of a person who is a beacon for racists and neo-Nazi youth,"

the commission's chairman Michael Lipshutz said in a statement.

"Australia is renowned for its liberal and multicultural society.

"To allow someone of that ilk into this country when he has been banned from performing
in other countries is a retrograde step."

Thompson has been banned from performing in the Netherlands because of its fascist leanings.

Mr Lipshutz urged Immigration Minister Chris Evans to reconsider Mr Perkovic's visa.

The immigration department said Mr Perkovic would be required to have tolerance counselling
as a condition of his entry to Australia.

"The department can confirm that Marko Perkovic has been granted a visa," a spokesman told AAP.

"Mr Perkovic will be counselled regarding the multicultural nature of Australian society
and the need to avoid vilification or incitement of discord in the community."

Mr Perkovic's application for a visa had been assessed against all relevant legislation,
the department said.

SYDNEY, Aug 15 AAP - The number of signal failures on Sydney's greater metropolitan
rail network has dropped, but the average train delay caused by a failure has remained
constant.

NSW Auditor-General Peter Achterstraat's report released today has found that between
2004 and 2006, signal failures on the greater metropolitan network fell by nine per cent.

The overall number of signalling incidents fell by 45 per cent and RailCorp met monthly
signalling failure targets most of the time.

"The fall in failures is a clear indication of improved performance," the report said.

"Changes in the definition of on-time and to the timetable running during 2005 and
2006, however, make it difficult to determine whether improvements in response downtime
and signalling delays are due to true performance improvement."

The average duration of each train delayed by signal failure remained constant over
the three years at 11 minutes, the report said.

Mr Achterstraat has recommended RailCorp determine now what signalling system will
be required for 2016 patronage levels and also examine how many signal failures the network
can currently tolerate before services are affected.

He has warned the expansion and improvements being carried out on the CityRail network
could place pressure on its signalling systems.

"This could put pressure on signal maintenance spending and staffing," his report says.

"In particular, RailCorp and the rail industry is facing a worldwide shortage of signal
engineers and electricians."

Transport Minister John Watkins welcomed a decrease in the number of instances of signal
failure but said work would be done to reduce it even further.

"The report points us in the right direction, but there is always more work to be done
in better maintaining signals, better training our staff so that they can respond," Mr
Watkins told reporters.

"We'll look very carefully at all the detail in the auditor-general's report and put
it into practice."

Opposition Leader Barry O'Farrell said the report sent mixed messages and that while
it reflected some improvement, there was nothing to suggest it was genuine, or that it
would last.

"Signalling will always be a critical issue for the railways ... it's too soon whether
to say we're going to see significant improvements," he told reporters.

Mr O'Farrell said it was also unacceptable RailCorp benchmarked its signalling performances
against other rail networks across the country.

Vic: Cold case cops arrest man over 2003 attempted murder

Victoria Police are questioning a suspect over the brutal bashing of a Melbourne man
.. who was left brain-damaged in a stolen car three years ago.

Detectives have re-opened the case after new information about the attack on Broadmeadows
man MAURICE NUGNES in October 2003.

Police say Mr NUGNES .. who was then 34 .. was badly beaten and left unconscious in
the back of a station wagon in suburban Flemington.

Mr NUGNES has no recollection of the attack and has been unable to provide police with a motive.

Today .. officers have arrested a 40-year-man from Camberwell in Melbourne's east ..

in a swoop which coincided with drug raids in Rockbank .. Burnside and Upwey.

Last week .. police reopened the attempted murder investigation after a witness came
forward with information about the bashing of Mr NUGNES.

Police say they don't not know why the witness has taken three years to come forward.

In the raids today .. police seized 15 thousand dollars in cash .. weapons .. stun
guns .. drugs and hydroponic equipment.

Police say four men and four women are being quizzed in connection with the raids.

Darwin residents are being warned to batten down the hatches .. as severe tropical
Cyclone Monica heads towards the city.

The category five cyclone is expected to reach the western Arnhem coast later today
.. and Darwin and the Tiwi Islands by tomorrow.

The weather bureau's ANDREW TUPPER says the cyclone should lose some intensity as it
hits land .. but Darwin can expect strong wind gusts tomorrow morning.

He says any Darwin residents unsure if their houses can withstand a category five storm
.. should seek refuge in a cyclone shelter.





In the Darwin area .. shelters are located at the new Supreme Court building, Nightcliff
and Dripstone High Schools, Casuarina Senior College, Palmerston High School, the Girraween
Primary School at Howard Springs, Taminmin High School at Humpty Doo and the Community
Government Council Building on the Cox Peninsula.

Pets can be taken to shelters at the Casuarina and Palmerston shopping centres, the
Hub at Palmerston and the Holiday Inn Esplanade in Darwin.

NetCreations, Inc. (Nasdaq:NTCR), the leading provider of 100% Opt-In(R) email marketing services, today reported results for its third quarter and nine months ended September 30, 2000.

For the quarter, net revenues were $14.2 million, a 187.7% increase over third quarter 1999 net revenues of $4.9 million. Operating income was $565,567, compared to $1.4 million reported in the third quarter of 1999. Net income for the third quarter was $576,347, or $0.04 per diluted share, compared to $1.3 million, or $0.11 per diluted share in the third quarter of 1999. Third quarter net revenues and net income were in line with previously announced expectations. The diluted weighted average common shares outstanding for the quarter were 15,675,463, compared to 11,700,000 in the prior year's quarter.

For the nine months ended September 30, 2000, net revenues increased 339.4% to $44.8 million, compared to $10.2 million in the first nine months of 1999. Operating income increased 130.8% to $6.7 million from $2.9 million reported for the same period a year ago. Net income increased 71.7% to $4.5 million, or $0.28 per diluted share, compared to $2.6 million, or $0.22 per diluted share in the comparable year ago period. The diluted weighted average common shares outstanding for the nine months were 15,754,871, compared to 11,700,000 in the prior year's comparable period.

SINGAPORE A quarter-century after the creation of ".com," the agency that assigns Internet addresses is loosening its rules and allowing suffixes named after brands, hobbies, political causes and just about anything else.

Under guidelines approved Monday, Apple could register addresses ending in ".ipad," Citi and Chase could share ".bank," and environmental groups could go after ".eco." Japan could have ".com" in Japanese. Its the biggest change to the system of Internet addresses since it was created in 1984.

More than 300 suffixes now are available, but only a few are open for general use worldwide. Hundreds of new suffixes could be established by late next year, thousands in years to come.

"This is the start of a whole new phase for the Internet," said Peter Dengate Thrush, chairman of the Internet Corporation for Assigned Names and Numbers, the California nonprofit organization in charge of Internet addresses.

The novelty addresses will be costly $185,000 to apply and $25,000 a year to maintain. A personal address with a common suffix such as ".com" usually costs less than $10 a year.

ICANN says it costs tens of millions of dollars to write the guidelines for suffixes, review applications and resolve any disputes. Even with the hefty fees, the organization says it plans only to break even. Its also setting aside up to $2 million to subsidize applications from developing countries.

Before 1998, the United States, which paid for most of the early Internet, handed out Internet suffixes. ICANN, which has board members from every inhabited continent, was a way to take the administrative burden off the U.S. government.

ICANN was always supposed to expand the number of available Web suffixes. But the progress was slow because of concerns that new ones could infringe on trademarks, be obscene or give a platform to hate groups. Competing interests wrestled with ICANN over guidelines. ICANN has come up with procedures for any party to object to applications for trademark, or other reasons.

Internet addresses, technically known as domain names, tell computers where to find a website or send an email message. Without them, people would have to remember clunky strings of numbers such as "165.1.59.220" instead of "ap.org." The address expansion could create new opportunities for companies to promote their brands and allow all sorts of niche communities to thrive online. But they could create confusion, and might not make much difference. Many people search online by typing a term into a search engine, not tapping out a full address. Or they use an app and dont type anything.

ICANN will start taking applications for new suffixes Jan. 12. Approval of individual applications is expected to be quick if there are no challenges for trademark, morality or other reasons. Proposals that are challenged would have to undergo more thorough reviews.

Canon Inc., the camera and printer company, already plans to apply for ".canon." And Apple could go after not just ".apple," but also ".ipad" and ".iphone." Apple had no comment Monday.

Groups have already formed to back ".sport" for sporting sites, and two conservationist groups separately are seeking the right to operate an ".eco" suffix. Trade groups for bankers and financial-services companies are jointly exploring applications for ".bank," ".insure" and ".invest" for their member companies.

Smaller companies stand to benefit, too. A florist called Apple cant use "Apple.com" because the computer company has it. Previously, the shop might have registered a longer, clunky address. Now it can just be "Apple.flowers."

Of course, a small florist might not be able to afford an expensive suffix. But an entrepreneur or a trade group might, and it could sell individual addresses ending in ".flowers" for $10 or $100 a pop. A successful suffix owner could make millions, much more than what it pays in application and annual fees.

Troubled young all need a friendly, guiding hand.(Letters)

DURING the school holidays in the early Eighties, when I was a teenager about the same age as tragic Isobel JonesReilly (Mail), I belonged to a youth club run by a former copper known as Des. The rules were: no smoking, no alcohol and no misbehaviour. Des's main aim was to get kids playing together on the pool, snooker and table-tennis tables and pinball machines as well as socialising around the coffee bar (where tea and orange squash were served) in the YMCA lounge in the community hall where the club was run.

There was always a very friendly atmosphere, with Des ever-present, keeping an eye on things and getting discussions going, drawing in shy teenagers -- and giving people like me some openings to get to know some of the gorgeous girls who belonged to the club.

I was reminded of Des when I read about unfortunate 15-year-old Issy, who belonged to at least seven 'social networking' internet sites and thought life was about alcohol, drugs and idolising gangster rappers.

I accept that our society has lost the plot with regard to how kids are brought up -- but where are the Deses of this world, able to be a wise friend and a solid, grounding influence to typical teenagers while still being firmly in charge and commanding their respect? Without corrupting influences, I believe girls like Issy would have adored our club and its characters, and the sense of belonging and being popular. Without adults like Des in their lives, I see kids floating off to a different kind of existence, which I call 'life on planet bonkers'.

Buckeye Cellulose Corporation Tries Hostile Takeover Of Merfin International.(Originated from The Commercial Appeal, Memphis, Tenn.)

MEMPHIS, Tenn.--Apr. 6--The Canadian firm that Buckeye Cellulose Corp. wants to take over fought back Friday when it announced its board of directors voted unanimously to reject Buckeye's offer of $6 a share, expressed in Canadian dollars.

The firm, Merfin International Inc., said it mailed the recommendation Friday in a directors circular to Merfin shareholders.

Buckeye needs three-fourths of the stock at the $6 price for the hostile takeover to be successful, but Merfin has loudly opposed the Memphis-based company's offer since it was made on March 25.

Merfin's stock closed Friday at $6.25 a share in Canadian dollars, down 15 cents, on the Toronto stock exchange.

Buckeye wants the Vancouver-based maker of air-laid absorbent fabrics for its technology and the possible synergies between the companies for developing new absorbent materials.

However, on Friday, the Memphis manufacturer of cellulose pulp had few comments on Merfin's announcement.

"We are disappointed. We think the offer is a fair offer," Buckeye spokesman Neil O'Brien said. "We can't say anything until we get a copy of the circular."

O'Brien said the companies are not in contact.

Two analysts reached Friday were unsure if shareholders eventually will sell to Buckeye, for the given price or a bid-up price.

"I give it a 50-50 chance of happening," said Morgan Keegan & Co. analyst Peter Tuz in Memphis.

Buckeye priced the Merfin stock at a good premium, but also at a price it could manage, he said. "You don't want to see a company stretch really hard for a company."

Buckeye shares closed Friday at $30.50, down 37{ cents, in New York Stock Exchange composite trading.

But Scott Kimelman, a Kimelman & Baird LLC analyst who follows Merfin said, "At $6, it would be basically stealing the company.... I can't believe anyone would sell their stock at $6, but maybe they would."

Buckeye has argued the price is a 45 percent premium on the stock's price for March, and that its price rose to $6 only after Merfin announced it was possibly an acquisition target.

On Friday, the Merfin board called Buckeye opportunistic and said the price was not representative of Merfin's long-term value.

It is opening a new plant in Ireland, it has a great new product and its stock is artificially low, Kimelman said.

Merfin has developed a new absorbent paper called Vizorb that has great potential for use in feminine hygiene napkins.

"In the fall this year, they'll have three mills. The thing was trading at $6 when they had one mill," Kimelman said. "You have a company, Merfin, which stumbled all four quarters last year. Then you had this artificial drop in stock ..." Merfin was pulled from Canada's version of the Standard & Poor's 500 index last fall, and the indexers all sold their Merfin stock.

At the same time, a European manufacturer with millions of Merfin shares got a new management team that wanted cash. It sold 1.5 million shares of Merfin. The result was a further depressed stock price and Buckeye's attention, Kimelman said.
